"Miss Johnstone, who has managed the schools of the Female Education Society for many years, applies for a grant to defray the cost of a school-room built the year before last in the grounds of Fairlea on the Bonham Road, where she has a school and orphanage. Miss Johnstone made a similar application in 1897, (See C.S.O.1809 of 1897.), but it was refused on the ground that the property did not belong to the Society. It has since been brought, so the objection no longer holds good. The cost of the building is $1851.

I have to add to my report on Miss Johnstone's previous application that the school is in future to be confined to Chinese, and that I am still of opinion the Building Grants under the Code should be confined as much as possible to day schools, and should not be made to defray the cost of class-rooms attached to Homes and Orphanages.

However as I wrote in 1897, there is a precedent for making such a grant in the grant of $5,000 to the Diocesan Home in 1891; and it is evident that my predecessor, Dr. Eitel, who strongly recommended the grant, did not hold my opinion."
